internet explorer 7 will not start

when i click the explorer icon ie7 will not start, no error mess or any kind
of pop up window nothing. it just does nothing ive tried opening from
different places or files, ive tried un-installing then re-installing doesnt
work i need help ive ran every spyware, ad-aware, virus, scanner i can think
of. please help me.
