Using the Tabs feature, I am unable to use the Tile or Cascade capability by
right clicking the Task bar. Nor is Tile or Cascade in the Help menue. What
gives??

I don't know what you mean by your question. Tile or cascade WHAT? Tile and
cascade are Windows window functions, not IE functions (AFAIK)

Do you mean holding down Alt and pressing the Tab key to switch windows?

One can tile or cascade windows. Separate tabs are not separate windows,
they are tabs within the same window. That's why people like them.
