Internet Explore not loading

I have been having problems loading ie.
I click on the e on my tool bar and it does not load.
It will only load if i click on any icon on my desk top.
How do i fix this problem?
Please help!
 
Right Click the faulty Icon and look at the properties.
Is it referencing the correct program.

i.e. iexplore.exe?
