Internet Connection Wizard doesn't allow modem connection in Windows XP Home

I re-installed Windows XP Home after a crash

Now when I attempt to set up my internet connection the
Wizard does not give the option of connection to the
internet with my internal modem. The modem shows up on
the device manager and the modem seems to work. I can
have it call up a phone line and connect.

What can be causing the wizard to fail to allow connection
via modem. (The text is dim and I cannot place a dot in
the bullet.)
