How do I enable ICS?

I have dialup and a laptop connected by a lan.

I ran the setup wizard on both and it worked but now it doesn't

Is there some simple way of fixing it or do I need run this wizard every
time?

Network Connections, Local Area Connections, Properties,
Advanced, turn it on.
