Internet Connection Sharing, limiting users

I am running 2000 server with 3 other computers networked to the server.

I have just installed a cable modem, internet access is with Internet
Connection Sharing.

I want to limit the users of each networked computer
to a certain amount of upload and down load capacity per month or even a
limited internet usage per day.

I have searched for a solution to this
problem but have not been able to find one.

I have 2 questions :

1 can this be done and if so how?

2 if not by 2000 server is there any add on software that will do this if so
what?

Are you trying to limit usage because you're routing through the server or
is it just to deter gold-bricking? If the former, a cable router would
remove the overhead from the server. Here, cable downstream activity is not
limited. If the issue is gold-bricking then my view is slackers will slack
off. The Internet did not cause people to goof off who didn't before. They
were the ones playing solitaire.

There are applications that will allow you to bandwidth throttle or limit
Internet access in various ways. Here is a product that may do what you
want...

My philosophy is policies should be written down and signed. Notifications
should be on each system as it boots requiring acceptance of the AUP to
continue. User's should know what the penalties are and that everything is
being monitored. Certain sites should be off limits such as racial sites,
porn, chat, gambling, online games, anything pirated, any MP3 or other music
including online radio, file sharing, etc. I think email should be filtered
for certain types of attachments and an FTP site should be setup for
transferring large files, including all .zip files that should automatically
be scanned for virulent code. Monitoring what people can do and allow them
to decide how important it is, IMHO, is a lot easier to manage than trying
to implement all of the ways people can avoid doing their jobs. Some things
you have to filter to protect the company but without rules and consequences
for violating those rules, you're creating a nightmare for yourself. One of
the biggest issues I have seen is that some people are above the law.
EVERYONE should be held accountable for their actions, especially upper
management since they're supposed to setting an example, besides, I like
playing golf. Playing golf with instructions from upper management, on
company time, is the only way to go!

It's not really the best to run ICS on a server and it's not necessary. Put
in a second nic and attach it to your cable-modem.
If you want to control access to the internet, you're going to need
proxy-software like ISA 2000.

Thanks for the answers so far.



The need to limit downloads etc is to limit the users outrageous, insatiable
appetite for bandwidth. Without some restraint the users would chew up
20-30 times the monthly bandwidth allowance without really trying.



I need to curb the users and teach them some restraint.



Policies etc will not work in this situation, restrictions are the only
option.



Internet Connection Sharing is used at the moment because it is simple to
administer.
