Internet Connection Sharing error with Win XP Pro

When selecting the Internet Connection Sharing, I get an
error: The dependency service or group failed to start.

In the event viewer, it say: The Remote Service Control
Manager service terminated with the following error:
Access is denied.

In the event viewer, it say: Rasman: Remove Access
Ccontrol Manager failed to start because it could not
create buffers. Restart the computer. Access is denied.

Where is the access set up? I'm using administrative on
XP. I'm not sure where to fix this problem. I'm really
missing something here.
