Problem with Remote Access Connection Manager

This machine has been upgraded from XP Home to XP Pro and
is a member of a Windows 2000 domain. The user is a local
admin of the machine.

The problem we are experiencing is that this service will
not start, keeping us from being able to create dial-up
and VPN connectoids. When trying to start manually from
the Services dialog, it fails with the complaint "Access
denied". When we check the Event Viewer we see:

about this in ANY version of Windows. Any ideas would be
