internet connection problem

Hi
has anyone experienced this before. There is a broadband connection.
sometimes,with both mozilla firefox or internet xplorer, i cannot surf
the web ,even though my internet connection is on, there are no
problems with my isp etc.in other words, I cannot surf to webpages.

Can someone out there help?

WinXP SP2: You can go to Start | Run and type
CMD
In the command window type
netsh winsock reset
