internet connection password

Against my wifes better judgement, I bought a laptop for my teenage step-son
for Christmas. I thought I could control his internet access because he has a
history of visiting sites that would make his mother blush. Besides, all he
wanted to do is burn cd's and write stories and poetry.
I set him up as a limited account and my self as an administrator.
I set up his dial up internet connection as per our isp's instructions and I
specifically unchecked the box that asks to remember the password.
The bright an tallented individual that he is rechecked the box after I
logged him on and of course, unbeknowest to the wife and I, he has unlimited
access to the net.
I have tried unchecking the box but as soon as I try to connect to the
internet, the box is always rechecked.
He is using xp home and I have enabled the security tab to show at all
times(by using the link provided at Doug knox' web site).However, I'm not
sure how I can use it in this instance.
Is there a way to password protect the internet connection in xp home ?
Right now I have to create a new internet connection via the wizard to
update his system, anti virus etc. and then delete the connection when I am
through.
This of course is a p.i.t.a.
I can edit the registry if needs be but not sure where ?
Why can't I hide the "connect to" behind a password so he can't even begin
the process of trying to connect?
If someone has an idea or suggestion I would be most gratefull.
Right now the I'm getting the "I told you so from the wife"

A) She's right.

B) No matter what you come up with, a smart teen will likely be able to find
a way around it. There are thousands of sites devoted to hacking past any
parental protection measures that have been put in place. Your solution, as
he is only supposed to be burning CD's and writing poetry, is to have no
internet connection whatsoever.

C) She's right.
