Internet connection only available to ONE user account, not available to others.

I have a peculiar problem that I haven't seen before.

This computer is running Windows XP Home - - there are three user
accounts, two are administrators, one is a limited. They are
connected by wire to Verizon FIOS.

Now, the two adminstrator accounts should have the same connectivity,
right? They don't. I get perfect web access from account one, but
can not connect using ANY browser in account two.

If I try to PING a website, it works - I can PING the router and PING
most websites from the DOS box, but can't get the browsers to work.

any ideas?
