connect to Web on one USER ACCOUNT, but not on another?

I have a peculiar problem that I haven't seen before.

This computer is running Windows XP Home - - there are three user
accounts, two are administrators, one is a limited. They are
connected by wire to Verizon FIOS.

Now, the two adminstrator accounts should have the same connectivity,
right? They don't. I get perfect web access from account one, but
can not connect using ANY browser in account two.

If I try to PING a website, it works - I can PING the router and PING
most websites from the DOS box, but can't get the browsers to work.

any ideas?

When I PING google, for instance, from the working account, I get:

Pinging google.com [64.233.187.99] with 32 bytes of

Reply from 64.233.187.99: bytes=32 time=48ms TTL=243
Reply from 64.233.187.99: bytes=32 time=50ms TTL=243



When I PING it from the non-working account, it is slightly different,
something like this:

Pinging google.com [%%] with 32 bytes of

Reply from 64.233.187.99: bytes=32 time=51ms TTL=242
Reply from 64.233.187.99: bytes=32 time=52ms TTL=243
Reply from 64.233.187.99: bytes=32 time=48ms TTL=243
Reply from 64.233.187.99: bytes=32 time=50ms TTL=243




(where %% is not an IP address, but rather two unidentifiable
characters.

ANy idea what can be causing this?

Getting odd non numeric name or address information in a ping output is
symptomatic of an LSP / Winsock problem, and bad name resolution. I'd bet that
your problem user account loads an additional bit of software (maybe malware)
that isn't loaded other wise. Or maybe vice versa.

I'd start with a complete malware analysis, including HijackThis and expert
advice.

Then I'd check the computer for LSP / Winsock corruption.
