Greetings --

Right-click My Computer > Manage > Services and Applications >
Services. In the right-hand pane, scroll down to right-click on the
Internet Connection Firewall and select Properties. Click the
Dependencies Tab. Make sure that all of the listed system
components/services are shown as started in the Services list.

Normally, you will need to have the Application Layer Gateway
Service, the Network Connections, the Network Location Awareness, and
the Remote Access Connection Manager started.

Open computer management, click the plus next to services and applications,
scroll down to ICF/ICS. Right click it and click on properties. On the
dependencies tab, there are several things that this service depends on to be
able to run. You'll have to find all of them and turn only those items it needs
which should enable you to start the ICF/ICS firewall.

Check in Admin tools - Services that you have not turned off the
Universal Plug and play service, which is interlocked with ICS
