internet block

I am using a Windows XP Pro Workstation, I was wondering
if there is a way to block IE or password protect internet
downloads, such that when I go on vacation no one can
download stuff to my pc or they would need a password to
download stuff.

You have to log on to XP Pro with a password, so does this
mean that you allow other people to log on?

Its a courtesy PC at a hotel, and the guests are always
downloading stuff, want to prevent the downloads but allow
the internet usage.
