InstallShield Scripting Runtime

I'm getting an error message (1607) when trying to run setup.exe to install
a program. The error says: 1607-Unable to install InstallShield Scripting
Runtime. (I understand the error to mean that the "component ID is not
registered".)

What must I do at this point?

Using WindowsXP Pro
