Installshield Scripting Runtime Error

I have Windows XP for Home. I am trying to install
Quicken 2004 on my system. I have performed all
decompression and maintenance that my system will allow.
I tried to purchase the program via a download, then I
purchased the CD-ROM to install the same program with the
download didn't work. Each time I get the same error
message about 15 seconds into the installation:
1607:unable to install Installshield Scripting Runtime.
Any idea how I can fix this?

All the decompression and maintenance your system will allow??? HUH?? lol!
