1607: unable to install InstallShield Scripting Runtime error

I am unable to install any new programs because I continue to receive the
"1607: unable to install InstallShield Scripting Runtime error."

I have worked through the solutions in microsoft Article ID 888019.
Unfortunately, I am unable to Reinstall the InstallScript engine, since the
folder c:\program files\installsheilf\developer... does not exist. Likewise,
I cannot register the Idriver or Msiexec because the paths do not exist.

How can I reinstall or resolve this repeated error message?
