Installshield error

I just built a new computer. Intel Core 2 Quad Q6600 @ 2.40Ghz.
Dual boots Vista (on C) and XP Pro (on D).
I bought a new VisionTek TV Wonder HD 600 TV card. It does digital TV.
It installed OK in Vista. The quality sucks but that's not my issue.
It *doesn't* install OK in XP. The drivers do but the application "Catalyst
Media Center" does not.
The specific error I'm getting is...
'The InstallShield Engine (iKernel.exe) could not be installed. IKernel.exe
could not be copied to "D:\Program Files\Common Files\InstallShield\Engine
\6\Intel 32." Make sure that you have the appropriate privileges to copy
files to this folder. (0x20)'
It's wide open Fat32 and I'm the only user. Or was, anyway. I did create
another user and tried to install it from that account to no avail.
I haven't had any problems installing anything else.
Google has yielded various cures, none of which have worked. I have deleted
the whole Engine folder and reinstalled iKernel.exe. I have registered all
the dll files in that folder with regsvr32.
Can anyone help?

By the way, stay away from "Ask Dr, Tech". All they got was my credit card
number. When I submitted the question their form said my credit card
information was invalid. Their "we'll call back in 10 minutes" phone help
line is also a farce. They haven't called back after 12 hours. Or replied
to emails... other than the original confirmation that I signed up.

On a tip from a forum, I downloaded and installed a trial version of
Cyberlink PowerCinema. It installed just fine and it turns out it is the
EXACT same software as the Catalyst Media Center. Remember I have the
Catalyst Media Center installed in Vista, so that's how I know. Now my
problem is that the trial version lasts 30 days and it costs *99.95 to buy.
It'd be kind of stupid to put that kind of money out for the same software
that was included with the card.
For what it's worth, I recorded a bit of digital video and the quality was
superb!
I have opened a ticket at the ATI support site and will pursue the
installation problem until I get some kind of resolution out of them.
