Installing XP Pro 'on top off' XP Home edition

Hello, I've read some of the treads; Could someone tell me iff I have understood the following correctly?
My computer is installed with XP Home edtion (norwegian version). I need IIS, but then I must install XP Pro. Is it true that I then must reformat the drive before installing XP Pro??? Or is it OK (read: smart) to 'take a chance' and install XP Pro 'on top off' XP Home edition (if that is possible)?

You can install Win XP Pro on top of XP Home but you need to buy the upgrade (Win XP Pro Upgrade) not just the regular version.

If you use a Norwegian version, you can upgrade. If you use any other
language, it will need to be clean installed.
