My computer has two seperate hard drives. Both have the
98SE operating system installed. Can I upgrade one to XP
home edition and retain 98SE on the other, then do a dual
boot and select whichever I want to run?

Probably yes. Does Win98 boot up on "C" drive? If yes, just install
WinXP from the CD to "D" drive. The WinXP boot manager will set up the
dual boot for you.
