When installing windows XP on a machine that has removable storage the
primary dive letter (usually"C") can take on another drive letter is there
a way to "force" XP to take C as the primary drive letter when installing.
or can the primary drive letter be changed afterwards?

Try removing all removable storage drives, and install XP only with
your monitor, your keyboard and mouse connected.

Good luck
