Changing Drive letter of System Drive

I have a Dell Dimension 3000 that I did a clean install on for Windows XP
Home Edition...The setup named my System drive the letter D, instead of C. I
want to change it back to C, but because it is the system boot up drive, it
will not let me change the drive letter...so I tried to clean off the hard
drive again. But, because the system currently contains a working version of
Windows XP, it offers to repair the installation. I usually can hit ESC to
bypass that screen to get to the disk setup screen, but this time, when I hit
ESC it does nothing but stay on the screen it is on.
Is there another way to get to the setup screen to create a new drive letter
for my System drive from D back to C?
