Installing "Windows Update"

Good evening.

My Windows Update does not work. The Microsoft support
site suggests in my case to manually isntall the Windows
Update program itself, "which you can find somewhere on
this page". I live in a provincial town, and I haven't
found the promised somewhere.

A glass of côtes du Rhône for good help.
