Installing Vista Problem

I am doing a clean install on a new computer. It has 2 Serial ATA HDD 250gb
installed when I start installing Vista I get to a where do you want to
install windows.
it has both drives show so partition both and formated both but when I click
next it gives me a messange. Windows is unable to find a system volume that
meets its criteria for installation. What do I need to do to get past this
problem?

The system volume is an active primary partition on the disk that the
BIOS is set to boot from. In other words, check BIOS setup to see
which disk the BIOS is set to boot from. That disk must have an active
primary partition.
