No. You cannot install SUA on any Homed Edition on Vista - Premium or Basic.
For reasons of unimaginable greed or stupidity, Microsoft decided to only
include SUA with Enterprise and Ultimate Editions of Vista. You can
download the SUA SDK from the Microsoft website, but without the POSIX
subsystem installed in Windows, it is useless.
The only workaround I can suggest, is to run Services for Unix 3.5 (which is
a free download) on Windows XP, possibly in an XP VM running in Virtual PC
(also free).

Services for Unix is highly compatible with SUA, you can move code, scripts

though: no, you cannot run SFU 3.5 on Vista - it just refuses to load.
Another alternative is Cygwin, a 3rd party Unix-like environment for
Windows. I actually think SFU and SUA are far superior to Cygwin. But since
Microsoft has decided to shoot itself, and the rest of us, in the feet by
restricting access to Cygwin, it may be a useful alternative"

Sorry I didn't have better news for you. FWIW on Vista Ultimate SUA runs
great! and provides a very comfortable Unix environment to work in.
