Installing Software

I received a new Cannon ZR200 DV Camcorder for Christmas and I am having
quite a bit of trouble installing the software that came with it. In the
troubleshooter on the disk it says that if you are running Windows XP that
you need to have a system administrator do the workaround to get past the
intallsheild wizard error 1607. What does this mean and how do I fix it?

I think that this could be my solution but I have gotten another error

the windows installer service could not be accessed. this can occur if you
are running windows in safe mode or of the windows installer is not correctly
installed. contact your support personnel for assistence.

I checked and i am not running in safe mode, what do you suggest that i do
now?
