Installing printers under All Users Profile

Is there a way to install printers under the All Users Profile? We have a lot
of HP MFP printers for external users and have been loading the full HP
software in-house then again once the user external user receives the laptop
and printer so they can log in. We have to give them temp Admin rights and
walk them through the install.

This explains adding network printers but I am interested in stand alone
setup. When I build a laptop and install a printer logged on with admin
rights I want to be able to ship them to a user and have them be able to
print when they log on with their username (no admin rights).

Maybe I'm not simplifying the question enough. I understand what access you
need to install the printer, I am looking for a way to install it (using
admin rights) and have it be avaiable to all users who log onto that machine
thereafter. A way for the print queue to be shared in the All Users Profile
or something of that nature.

Local printers are already available to non admin users. Make sure the
users have write access to \windows\system32\spool\printers folder
