Installing OS on a Talet PC

How do I install an OS, probably Win2000, on a Tablet PC without a
built in floppy or HD?

I do have an external HD, but when I put in a Windows CD, I get "No
Operating System Found". There certainly in no driver on the HD for the
external CD drive.

I have never heard of a Tablet PC without the OS or a hard drive. It sounds
like there is story there to tell first.
