Installing New Hard Drive

Have purchased a new 250G hard drive. Would like to make
this drive my boot drive. I am having trouble using the
copy program that came with the WD drive. It appears that
XP is not letting me copy of the operating files.

Need help.

Could you please describe the exact steps you are taking to copy the
contents of the hard drive over with?
