Seems that I get a message that a qualifying product
cannot be found during the installation process. On
review, it seems that XP is treating this as a upgrade
but it is a new install. This is a new XP computer.

It's not XP doing this. It is the setup program for FrontPage. You
have an upgrade copy. Best is to return Frontpage to where you bought
it and exchange for the right product.

Or buy a retail copy of Office (full install), install that
and then FP will install because Office is a qualifier (I
think).

Hi,

Sounds like your Frontpage disk is an upgrade version. It needs to see a an
older version of itself before it will install.
