installing D-Link DFE-530TX+ Ethernet adapter

I thought I did everything correctly........but obviously I didn't because it
doesn't work. Here is the story!

Bought the D-Link DFE-530TX+ Ethernet adapter:
installed the driver from the CD that came with it.
shut down the computer. unplugged the power cord. opened up the tower.
installed the D-Link DFE-530TX+ Ethernet adapter in an emply PCI slot.
turned on my computer.
nothing..............................
computer did not recognize it.

did everything again...........but put it in a different PCI
slot..............nothing.

disabled my internal (Intel pro 10/100) hard drive. nothing.

called customer service on the device. said it was bad. sent it back.

got another D-Link DFE-530TX+ Ethernet adapter.
Did everything the same as above. Nothing.

called customer service. The said that there is no way two devices could be
bad. That I may need to do something with the BIOS and or enable my PCI
slots. I have no idea what that means or how to do that or what I am doing
wrong??? Can anyone please help me!!!! Are my PCI slots bad or damaged???
I've never had anything in there??

Dell Dimmension 8250 series, purchased on 12/10/02. I have no idea what a
BIOS is and can't find any information about a BIOS on my invoice???

Put the CD that came with your network adapter in the drive and run the
installation routine to install the correct drivers. If that doesn't solve the
problem, download this file from D-Link and install those drivers.
