Installer 3.1 problem

I am trying to install Sony Vegas 8. It requires Windows Installer 3.1.
Everything goes fine until the end of the 3.1 installation. I get a
"requirements not met" error, and the software does not install. Iam
installing to Windows XP Home, service pack 2, on a Dell Dimension 2400 with
a Pentium 4, 2.4 gbh processor and 1 gb of memory. This is extremely
frustrating and any help would be appreciated.
