Installer 3.0 Reinstall?

Having upgraded to SP2, MS Windows Installer errors out, specifically
"Windows Installer is Unaccessable". Having followed the closest document in
the KB, I am still unable to repair it. The problem is, SP2 includes WinInst
3.0, and the WinInst. 3.0 Install files only verifies teh SP version.

When I initiate the install, it sees that I have Sp2 installed and stops the
install to the effect that SP2 include WinInst. 3.0.

Is there a way to force the install, or trick it to install?

Currently thier is no download for installer on SP2,thier is a installer 3.0
redistributable from microsoft but will not work with SP2,SP1 only.However,
go to run,type:services.msc In msc,scroll down to installer,double click
on it,
in the properties window,change from manual to auto,then start the service,
close out.
