Installation problem Dutch proofing tools. Office 2007

I downloaded the Dutch language pack from Office Online and ran the
installation. However the proofing tools are not available when running
Word.

Has anyone experienced this problem and found a solution?

Microsoft wants $49 to help solve a problem on a product they sold me for $25!

I have exactly the same problem with the Finnish Language pack and the same
response from Microsoft!
