Installation failed? Only shortcut placed but not the program

I am currently using Windows 98 2. Edition. I tried to install Excel from the MS Office 2000 Professional
CD-ROM. Problem is: The computer is only installing the shortcuts but obviously not the program. When
clicking on the shortcut, the system starts loading but nothing appears, no error message or anything
else. Could anyone help please? I have also removed and reinstalled it several times, the entire office
package as well as Excel on its own. Still with the same result. Thanks for your helps.

If only the shortcuts were being made, then when you clicked on them, you'd get
that flashlight looking for the file--and then complaining that it couldn't find
it.

(If you use windows start button|find and search for excel.exe, it might show
you were it was installed--or just right click on the shortcut itself and select
properties. On the Shortcut tab, you'll see where the shortcut points--but this
doesn't really help you.)

Can you try Windows start button|Run
excel /safe

This starts (or tries to start) excel in safe mode. If that works, then maybe
something else is bad.

If it doesn't help, then maybe completely removing excel and reinstalling will
