Installation error

Hello!

When I install Office 2003 (upgrade from OF2000) everything seems fine until
the end user is trying to start Outlook. The installer starts and tries to
configure it for the user but fails. An error can be read in the log:

Detection of product '{90110409-6000-11D3-8CFE-0150048383C9}', feature
'OfficeUserData', component '{C9AF9050-C8BE-11D1-9C67-0000F81F1B38}' failed.
The resource
'HKEY_CURRENT_USER\Software\Microsoft\Office\11.0\Common\UserData' does not
exist.

I've read in a few other threads and forums about this problem, but no one
seems to know why this happens and how to really fix it. I know how to quick
fix it (just create a dword UserData =1), but I don't want to do that on some
200 PC:s. I want it to work as supposed!

Running XP Pro SP2, local profiles in and AD. English versions. Installing
with an mst from an administrative installtion point.
