Install Windows XP on System without Administrator Password

I have just purchased Windows XP Home Edition, to install
on a Toshiba laptop purchased used. The laptop is
currently running Windows XP, however the previous user
has lost their adminstrator username and password access
and I can only logon as a guest. Guest access does not
allow you to install new software. I'd like to format
the c drive and do a clean install, but the computer
won't let me as a guest. How can I get around this?
 
To fix this you'll have to use cmd.exe in safemode. In
WinXP you can create an administrator account by going to
run and type cmd.exe. Then you gotta use the command "net
user <new username> *" then you can create a password if
you want one. After this you type "net localgroup <new
username u just created> Administrator" and there you go.
A new administrator account. Hope this helps!

Simply boot from the WinXP installation CD. You'll be offered
the opportunity to delete, create, and format partitions as part of
the installation process. (You may need to re-arrange the order of
boot devices in the PC's BIOS to boot from the CD.)
