If it is a multimedia keyboard, especially a microsoft one, ensure
that the function lock key is active. If it is not then none of the F1
F8 etc keys will work.
Also as stated check USB legacy support in BIOS if its a USB keyboard.
Or you could plug in an adaptor and put it into the PS2 port.
