Install Outlook Calendar Update Tool as NON-Admin?

When I download the Outlook Calendar Update Tool (for daylight savings
time) as a normal user and attempt to install it, I get an error that
says it was unable to install for all users and that I have to log in
as an administrator. Is there a way to install this tool as a regular
user?
