Install OEM version on new computer

I have a Dell machine with WinXP. It's an OEM version.

I plan to make my new machine. Can I use the OEM WinXP and install it on
the new machine (generic, not a Dell)?

In accordance with the EULA (End Users Licensing Agreement) that comes with
an OEM - no. It is non-transferrable. You *must* purchase a new license to
use on your new system.

That aside - the Dell OEM may not work on anything but a Dell without
modification.

Not legitimately, and probably not technically, either.

Based on your own admission, you have an OEM license for WinXP. An
OEM version must be sold with a non-peripheral piece of hardware
(normally a motherboard or hard drive, if not an entire PC) and is
_permanently_ bound to the first computer on which it's installed. An
OEM license, once installed, is not legitimately transferable to another
computer under _any_ circumstances.

Additionally, to preclude just the sort of casual software piracy
you're asking about, many OEMs take the further precaution of
BIOS-locking their installation and recovery CDs to ensure that they
cannot be installed on any computer other than the specific make/model
with which they're sold.

It probably won't work, either. It's probably keyed to the BIOS.
