Install never finishes - Can't open programs that do

Whenever I download an item i.e. (5.9kb), and after the
entire file has installed (5.9kb), the install screen
locks at the blue lines, and am unable to exit. A screen
pops up saying that if I quit the install will fail and
information will be lost.
I did finish one install, with wizard completing, and
cannot access the program. Hourglass, then nothing. One
person suggested that I make sure that administrator I,
have rights assigned. Anyone have a clue? Can't seem to
find plain english on help pages.
 
Only users with administrator rights are permitted to install software. Log
into an account with administrator rights and try your install again.

In addition, are you certain that your program is compatible with Windows
XP?
