Using WinRAR looking at the .iso file it has just a readme.txt file in it and
nothing else. It did act like it was downloading and that took over an hour
to download. I tried using the Download manager but that kept quitting on me
saying "Download Manager cannot complete tranasaciton..."

Winrar is not able to open a .iso file. You must burn the file you
downloaded to a DVD.

It's not a winrar file. It's a DVD image that winrar doesn't know how to
work with. Use a DVD burning program to burn it to DVD.

I have the same problems after copying it to a dvd

You aren't supposed to copy the ISO to a DVD. Look for an option to burn a
DVD from an ISO image.

An iso file is an image of a DVD. Another way to think of it is as
instructions for how to create a DVD. You need a program that will read
those instructions and create a DVD from them. Most DVD burning programs
have an option to burn from an image rather than copy an image to a DVD.
