Install from hard disk

I have Vista on a Data partition, can you start the installation from a hard
disk unstead of a DVD
 
extracting the files from the iso to the hard disk does not work. all it
extracted was a readme file and nothing else but the iso burned to the dvd
just fine. why does this happen?
