Install active .gif on desktop ?

Hello,
WindowsXP Home sp2 all updates. One user, stand alone unit.
Monitor: LCD 18".
Display: modified theme.
Desktop: none. color: blue.
Appearance: classic style.
Color sceme: standard.
Font: normal.

Would like to place an "active .gif" on my desktop.
Location: 2" down 2" over from top right.
Gif is postage stamp size.
Do not know how to accomplish this task.
Woluld appreciate directions on how to accomplish this task,
or a site that can assist in this matter.

This looks like it might work (you'll have to write the HTML document
first):

Right click desktop
Click properties on resulting context menu
Click Desktop tab
Click Customize Desktop button
Click "Web" tab
Click "New" button
Enter the URL of an HTML document with an image tag specifying your GIF
image's URL as the image tag's source (You'll have to study a bit about
web page design using HTML).

Use search engines like Google or Ask to find tutorials on how to
generate that HTML document/Web page. Watch for instructions on absolute
positioning of elements (you may need to use Cascading Style Sheets / CSS).

Thank you for the information.
Have installed the active gif from several that I have.
Is there a way to setup the active gif so that it will always
stay on top when opening and using programs?
