Insight on MM2 rendering & codecs

It seems when a video effect is added to a clip, MM2 rerenders to entire
movie. Example, I pull a clip off my camcorder and store on PC. I use
that clip in MM2 then save the project as DV-AVI format file. Without
any effects, the file save is very quick several seconds. However if one
minor video effect is added like fade in from black, the entire clip
appears to be rerendered in DV-AVI instead of just the faded transition
region. I could see this if a clip had an effect present on every frame
then I could see justifying the time. However it seem so inefficient to
rerender regions of DV-AVI that are not modified in any way. The
performance hit I'm seeing is substantial about 10X real time.

I'm relatively new to MM2 and am wondering if this is normal performance
or perhaps something else could be interfering? I have recently
downloaded & installed the Windows Media Encoder and am wondering if
that could have changed DV-AVI codec settings?

TIA,

MM2 isn't smart enough to know what to recompress and what not to

Thanks for confirming my suspicions. I hoped it was a config issue but I
guess it's just a brain-dead issue.
