Hmmm..., Two possibilities:
1) In cell A1 - declare a 'Comment and insert, the picture, into the comment
stretch the comment borders so that they meet, exactelly, cells A1 borders.
2) Copy it on cell A1 > make its borders to be 1 mm smaller that the cells
Border.
If you do so - the picture will "stay" within that cell even when sorting.
