Inserting file containing ± in word2003, issues

Word in Office 2003 will not insert plain text files created by another application which contain ± (0177) without asking for encoding selection. In office2k, the files would insert without issue.

Is there some way I can regain the functionality of word2k which I lost when I upgraded to word 2003?
