You can.
A point of information to start with (and this is not a lecture!): if the
DVD is a commercial one then you may be naughty for using it this way
(depending upon your audience etc.) - see the copyright info at the start
of the disc.
There's a commercial product called On Stage that claims to do what you
want, allowing you to insert either a chapter or a timecoded section. www.visiblelight.com is where you'll find it. I had a play with it a while
ago and couldn't get it to play a section - it always started the DVD from
the start - but it claims to do it.
Otherwise you could rip the section of the DVD to an MPEG2 file www.digital-digest.com has much info about that; then make sure your PC can
play MPEG2 files www.elecard.com has a good MPEG decoder.
I would go for the ripping option as then you're playing the clip from the
hard drive rather than the DVD drive.
