Inserting/attaching graphics into an email

When I insert or attach a picture to an email, I can only see the placeholder
and not the picture. But when I send the email, the picture is visible. Is
there a setting I need to look at so that I can view picture files when I put
them into an email message?
 
First, use HTML as email format.
Second, use Insert -> Picture to insert the image.
