Creating a watermark in an email message body

I'm using Outlook 2003 with Word editing. I want to send an email with a
watermark of a picture I have. I found that I can embed the picture I want by
viewing Headers and Footers, inserting my picture in the header, then
modifying the picture attributes with selecting Behind Text and Washout.

The problem is that when I close the Header toolbar in order to type the
message body, the header including the watermark disappear. How do I get it
to remain visible in the message body?

You should make the picture stationery instead. I don't think you'll see
headers and footers unless you print.
